"Bob Mossing, manager of code enforcement for the city, had to appear in Toledo Municipal Court, where he faced being charged with contempt of court."

"Mr. Finkbeiner yesterday morning praised Mr. Mossing. "I have a strong message for the judge," he said. "In my judgment, Bob Mossing did his job." Mr. Finkbeiner incorrectly then said Ms. Hubbard was charged with drunken driving and because of that should not have been allowed to park on her lawn.

The car was actually on a driveway and there was no drunken-driving charge."

"Later in the day, the mayor backed down.

"I have reviewed the facts, and the pictures regarding this matter," he said in a written statement. "In retrospect, the specific ticket should not have been issued. The car was not parked on the grass and was in the backyard of the house. There was no license plate. I am canceling the ticket!"

Why is our lame duck Mayor, acting like the Wizard in the Wizard of Oz, and pulling and twisting strings?

Why is our Code Enforcement Manager out writing tickets, when he himself is quoted as saying that he would grandfather in the parking in one area of the city and yet writes tickets for the very same thing.

And why is the department still acting in a defiant way, as if the department can do anything and everything it wants, and when will council get with the program and review the department?

Mr. Mossing, you sent me this earlier; "Our inspectors do an excellent job including placing homes on the registry as needed."

No, Mr. Mossing an inspector works within the confines of the law and not outside of it.
